Command-Drag doesn't work for my podcast app

On my 24" iMac with MacOS 12.4 Monterey, I can't get command-drag to permanently position one app (the podcast app).   Other apps such as the music app position correctly.

I can change which desktop it opens on, but not which position it opens to.

Any idea how to fix this?
