I'm using 10.2.5 on a dual 1.42 and I'm still seeing the old OS 9 watch and black & white spinning disc cursors more often than the colored ball. Is that normal? And no, I'm not in Classic at the time either.

The watch cursor isn't because of the OS, it's because you're running a Carbon app that makes use of custom cursors. It won't matter what version of OS X you're running, if the app is coded to use it's custom pre-OS X cursors, you could be running OS X 10.8.4 in 6 years from now and you'll still get the 1984-style watch cursor.
Well, all I can say is trash Internet Explorer ASAP. The reason it throws up the old stalling, spinning cursors is because of how horribly threaded it is. Every single other browser for Mac OS X responds better than IE.
You have a number of very good options. Safari, Camino, Mozilla, OmniWeb. iCab is there too, but it hasn't been keeping up well as of late. Not only are all these apps threaded far better than IE, they are also usually faster, have more *correct* page renderings, and have oodles of features that IE lacks.
I consider IE to be the lowest common denominator when it comes to web browsers. Blah.
As for the Adobe apps, I'm actually kind of surprised. I can't remember the last time I got one of those "classic" wait icons in Photoshop 7.
