Tbh it needs separate os one for kids and the elderly and one for adult users with experience of using iPads for actual work
id also like a way of using important stuff like files and settings permanently when allowing others to use my iPads My mother keeps going into, apps I’d rather she didn’t
People share their iPads more than phones and it would be good to have it switch users via Face ID to a different app layout, browser history etc for each user. It would make it much easier for parents to let their kids play with the iPad and to lock down the user account from browsing.
Being able to do full development work on it would help education. This can be in a sandbox/VM isolated from the rest of the system i.e be able to run nodejs apps, Python/Swift scripts, iOS apps, even eventually be able to run game engines like Unity/Unreal.
These kind of operating systems are basically foolproof at this point. There's very little that goes wrong with them. They never beachball, apps hardly ever crash. They do what they were designed to do very reliably. These forums are also article-driven, not user-driven. Almost all discussion threads are started from an article on the front page (AI icon next to them):

Multi and guest user would be great. It also be great if Apple allowed a single user to have a couple of virtual profiles for focus. So work, home, presentation etc.
but think other language scripting and run times is what is stopping so many pro software titles making the leap to an iPad version. AppStore model for distribution of all signed code closes to many options off.
opening up iPadOS to non store code and coding to me would be the single thing to get the devices working to full potential.
sure iPhone keep locked down. Sure limit sharing iPad to other device. And most certainly have away in the system to blame the offender
third to me would be improving file system the files app had good ideas but needs a push

The software limitations have slowed down getting some pro software on iPad and people have resorted to workarounds like screen mirroring, the following app is getting a native iPad version next year:
These kind of apps need to be able to add dynamic things like scripts (After Effects), plugins, brushes, textures and easily round-trip between different apps via the filesystem.
For filesystem stuff, there are 3rd party apps that help a lot, the following one shows up in Files:
This makes it possible to do a few things easily, including drag/drop to the Mac. It shows up in the Finder under the Files tab and files can be copied to/from the device so you can export say FBX from an app on Mac, import into ZBrush, work on it and drop it back into the Mac side. It would be good to have this app's features built-into Files.

iPadOS gets very few articles written about it separately, they get merged in with iOS articles:
