All of a sudden my Quicksilver Powermac does not have the startup sound on Power up, otherwise everything is working fine.
What could have happened?

If your machine's sound is set to 'mute' when it restarts, the chime won't occur. Unmute and you'll be fine.

I had that problem with a new Mac owner that I know.
She said she'd lost her 'chime' and missed it.
How emotive that powerful chime is!
I suddenly thought! Duh! Accidentally hit the mute button and viola, no chime!
It was quickly rectified...hey...we've all done it...right?
...er...right?

OK. How do you reduce the volume of the starting chime without effecting the other volume settings such as iTunes?

you can... more or less
you would have to write an applescript which sets the volume down when you shut down, and the volume up again when you start the computer.

I too (PB G4 500) have "lost my chime" (more than once) and it wasn't an issue of muted sound. I don't know what causes the problem, but zapping PRAM (the key combo stated above) always corrects it.
