Help with Public WiFi Login on 4th Gen iPad

I'm using a iPad, gen 4, IOS 10.3.3, and I'm running into the captive portal problem on public WiFi's (e.g. when using McDonald's WiFi).    I've tried the captive.apple.com trick and it's returns 'success', but the WiFi portal page remains blank.  Years ago when this used to occasionally happen on my android device, I simply put in the URL of the WiFi host company, (e.g.  McDonalds.ca), and that would resolve access to the protal page but that's not working at this point.

Any Suggestion on how to fix?
