YAY! It was driving me mad when I go to check my mail and the progress window goes to the back!
For what it's worth, that's actually been there since Mac OS X 10.0 (Mail v1.0) and can also be found from the "Window" menu as "Show Activity Viewer" with the keyboard shortcut command-0.
