Jackpot? Retail purchased MacBook with developer mode force enabled

I recently bought a MacBook with AppleCare+ from the Cupertino visitor center Apple Store that's configured with developer mode force enabled. I didn't buy the MacBook with a business account or developer account.

Is it expected for a retail purchased, non-provisioned device to be set up with developer mode force enabled?

Did I hit the jackpot?
