connecting a svga monitor

i know vertually nothing about macs but need to learn, could anyone tell me if it is possible to connect a pc monitor to a G4 powermac.

yes.
all powermacs have used standard vga connectors since the blue and white G3s.
blue and white G3s and early G4s all had standard VGA connectors on the video cards.
on newer G4s that have an ADC and DVI on the card, you'll need a DVI to VGA converter, which is always included out of the box.
