Administrators have the power to actually carry out the action. Rest assured that if a moderator sees a 'bannable' offense, we can have an administrator take care of it in less than ten minutes. Just takes a quick phone call
Users that have continued to violate posting guidelines are usually given a warning in a private message or an email reminding them of what they did, why it was bad, and followed by a stern reminder that we can and will ban if necessary. This is usually brought to the attention of the staff as well in the Moderators forum where input from everyone is taken into account. Rest assured it is pretty much always a unanimous decision when someone is banned.
