Hydra is really cool. I just downloaded it today and it's got some great features. I'm learning CSS right now and the book I'm using is going through a redesign of a site. Hydra uses the webcore framework to display your changes on the fly. It's a great way to learn. And it's free.

I have to agree with TW, BBEdit rocks. It's a $179 piece of software, but it's well worth it. Has a lot of HTML tools to assist as well.
If you need a WYSIWYG, check ebay for auctions. You find them often actually.
