"Disk initialization failed because the disk is locked!"

backstory:

i used the enclosure from a DVD-RAM firewire drive.

i put a 160GB Maxtor ATA drive in it.

it still wasn't mounting the drive under OS9.1 on my G4 tower.

so i plugged it into the Powerbook running OS9.1 and it recognized the drive, let me format it, but would NOT let me partition it ! [unsupported device]

i booted a tower partition into Jaguar and WAS able to partition the drive with "disk utility".

i booted the tower into yet another partition with OS9.2.2 and it recognized everything fine.

booting into 9.1 on the powerbook = now everything fine.

booting into 9.1 on the tower partition = still NO GOOD!?!?!?

upon booting i get the pop-up window telling me that this disk is not readable by this computer... do you want to initialize?

i press "OK" and i get :

"Disk initialization failed because the disk is locked!"

WTF?

why would it work everywhere else and NOT here?

i need it to work on all these different partitions for a while yet.

i could use a fresh perspective.
