PC ...router... network.... nightmare.... arghh!

Okay, today was a great affirmation as to why I own a Mac. My upstairs neighbor is trying to connect two computers to a cable modem via router. One computer is an e-machine desktop and the other is a Toshiba laptop. She had to install an ethernet card into the desktop and laptop. The router and laptop card is made by a company called D-Link, the desktop card is M$. When the modem or router is connected to the M$ card we receive no connection on the desktop. We were able establish a connection after going through a USB port and Network System Wizard. The laptop says that the D-Link card is enabled (connected to router or modem) but it continues to try to connect through dial-up. I deleted the dial-up connection and tried to reconfigure the network settings through the network setup wizard. Still nothing on the laptop. I even downloaded and installed the latest driver for the card, nothing. Any suggestions?
