How come I cant install OS 9?

I tried to install OS 9 on my G4 Cube running 10.2.6, but was unable to because I didn't have a System Folder. I know I installed the drivers for OS 9 when I got my new HD, so what's the problem? Is it possible that I didn't put the drivers on there? If thats the case, how do I get them on? Thanks a lot.
