Will 10.3 ship with an iMac?

My brother's girlfriend's mom is going to buy a 17" iMac within the next week. My question is, will she be able to get 10.3 at a discount, or for free, or will she be expected to upgrade like everyone who didn't get a G5 but bought before 10.3's ship date? Thanks.

    most likely Apple will offer a free or $10 to $30 upgrade to everyone that bought a computer 30 days before Panther is announced
