Haven't heard any mention of this yet, but in System Preferences>Universal Access there's a slider for 'Enhance Contrast'. What is the use for this?

If you have bad eyesight, increasing the contrast can help you focus and differentiate objects better. That's why it's in the universal access panel.

I understand that, to a point. Move the slider all the way over, is that much necessary? I was just wondering on why it'd go so far.

Well, I went to a college with a guy that was visually impaired and needed everything B/W and magnified about 1000% to read on a computer.

How much is necessary depends on the person.

Screen zooming and exposé don't like working with each other too much.
