Mac OS X has the latter built-in. System Prefs -> Sharing -> Services. This has been there since Mac OS X was first released.
The main, root web directory is in /Library/WebServer/Documents. This is what you'll see when you go to http://youraddress.
Each user's home page will load by default at http://youraddress/~username/. This links to each user's home "Sites" folder.
Apple doesn't (and probably will never) make a WYSIWYG editor because most of them, at least in my experience, produce horrible code. Any good web developer should know the standards and be working a lot of it by hand.
