I saw a thread on Macrumors about this. Someone from the US bought a gift certificate and sent it to an email outside the US (the UK actually). The person in the UK paid the US person through paypal. Then when they tried to redeem the gift certificate Apple asked them for a US mailing address and they just put in a fake one! They claimed it worked because you had an option to choose "none" for credit card.
I'm pretty sure Apple doesn't want you doing this but obviously there is a work around.

I got a gift certificate from a very generous AI member ( paging Nobody Special ) a couple of weeks ago. Upon trying to redeem it, I should have faked a US address, but I didn't want to do that, so it didn't work obviously...
I must add though , that I hadn't noticed the "none" option for credit card selection. You see, I didn't want to link my credit card nbr to a fake US address (that's how paranoid I am I guess....)
The odd thing is that I had another go the day after my first attempt and the " none" option had disappeared!?!
So I guess Apple are keeping a very close eye on any attempt to bypass the US only policy.
I live in California, and have not paid any sales tax on the 2 songs and 1 album that I've purchased from iTMS. And the counties that I've lived in most definitely charge sales tax, but YMMV.

Well, it's probably a state issue and not a county issue. I wonder what piece of legislature is responsible for the lack of sales tax collection on iTMS downloads in California (and NY).

Too bad.. I'm sure he paid sales tax when purchasing the certificate. On my side, Apple charges sales tax after I purchased a song as well..
