Classic won't launch for some users

At the moment I am having no problem launching and running the classic environment, but for the rest of my family, in their user accounts, it only gets as far as the startup window, then nothing happens, we all have administrative access so what could be the problem? I have only recently repaired the permissions, what else could I do to sort this out?

    I've been having this problem, lucky for me though, I don't ever really use classic. Some users can't find a classic system folder to boot classic from, even though the OS 9 system folder is system owned and they shouldn't have a problem running it.
