Are people reselling "free" cell phones from providers

Not sure if this should be in this section but, in my search for a SE T616, I'm running across many sold on eBay by the same person over a period of 3 months.

I got to thinking, can someone sign up with a phone provider, get a free phone, and not honour their contract? They simply cancel their credit card soon after getting the phone.

The phone on eBay and then fetches them upwards of $300.

Is this a likely scam?

    $300 sounds like the retail price for a connection-less SE T61x or pay as you go. Doesn't stop it from being a scam.
