Hello,
Is there a keyboard shortcut to open up the Apple Menu?

System Preferences -> Keyboard & Mouse -> Keyboard Shortcuts -> Focus on menu
That should do it. You can customize the shortcuts as you see fit.

In addition, if "Full Keyboard Control" is enabled (which IIRC it is by default in Panther), CONTROL-F2 will open the Apple Menu (and you can navigate to other menus from that starting point too)
