mail.app - scrollbars within rule definition window, no?

perhaps it is just me, who is wondering, BUT:
mail.app should certainly use scrollbars in the rule definition window to get access to any created definition especially the last ones. Am i right?
if one person creates more than - let me say - 20 and more definitions, than under some circumstances definitions in the end of the line are not any more accessible. i think that is more than an issue, ...
... it is a userinterface KATASTROPHE!!!
that issue should be worked out. it occures only, if one creates huge amounts of definitions (like me). listen, there have to be a scroll bar in each window, which picks up AND add up items, no? it bugs me each time i add a new definition to an existing rule.
PS: i should mention my monitor model -->15" (iMac ctr). Perhaps it is not an issue, if one uses larger screens, perhaps. But for every iMac user in the world it is probably an unexciting blur. imho
