Burning photo CDs for PCs (windows)

I have a problem burning photos from iPhoto to a CD that can be opened by my PC family and friends. I have one "Mac" daughter, but the rest are "windows" and can not open the CDs. They are burned in JPEG which I thought was universal. Not sure if this shouldn't be in "genius" forum. Any suggestions greatly appreciated.
