Sound Volume Lost on Log Out/User Switch

I recently installed Panther on the family iMac, and subsequently updated it to 10.3.2. I noticed that every time I logged in or switched to my account, the sound was muted, regardless of the volume I had set before.

It turns out that the Administrator account sets the sound volume for all users, so whichever sound volume the Administrator account has overrides what I have chosen, whenever I log out or switch users. I'd really like my sound preferences to stay as they are.

Any assistance would be greatly appreciated.

Could you make an applescript to mute the sound and load it as a startup item?

The problem isn't the specific sound level, it's that regular users' preferences in sound volume are always lost and replaced with the volume that has been set under the Administrator account.
