Ftp Security Issues With Panther

Does anyone know why it is that when I select to set up the ftp server in panther, for example I put the name of someone and I give them a password, for some reason, if they connect to the mac via ftp, if they simply move up a couple folders they can see all the files and users. THey can actually click on some of these files including my system library folder and download them.



How can I prevent someone from seeing anything except for there folder, say an upload and a download folder and thats it?

PS. I also put on filevault thinking that that would solve the problem but it didnt, and i also limited the users access to nothing.
