Came out yesterday. Looks to be non-Panther-related, so I wasn't aware until I just checked Apple's site.
Yeah, it's terse, Aquatic...but seems pretty straightforward: if you're running 10.2.8 and your DVD player ain't working, download and install this thing.

Well, I am under 10.2.8 and my DVD player worked fine. I installed the update (no restart required), nothing changed. Perhaps it corrects broken DVD players, as pscates indicates. Nevertheless, one more line in the description of the update would not hurt.
Looking at the package, it seems that it updates the AppleAltiVecDVDDriver.bundle. And to be precise, the following three files: mp2decvbin1, mp2decvbin2 and mp2decvbin3. Still, I don't understand why they are so laconic in the description.
If your dvd player didnt work then it might be a bit more useful.
I did run into a scenario the other day where pausing and hiding the dvd caused it to stop displaying video. The audio worked fine. Only a restart ( not even a log off ) fixed it.
