low cost ISP as broadband backup

I need a low cost ISP as a backup to cable broadband and when i travel, will use my broadband (adelphia) webmail. I've looked at Juno, and Netzero any suggestions on these and others. Budget around $10/month. What do you people use?

    I use earthlink... they are my cable ISP and so I get free dialup whenever I want
