Quicktime 3GP drm?

I'm encoding some files into 3GP format (for cell phones, etc...) and there is the "Advanced" tab where I should be able to give it attributes like not being able to send to other phones, numbers of times to be seen, etc etc... Its greyed out



anyone have any ides how to enable this?
