Can anyone tell me what do with an older iMac when the monitor is dead? Can I use an external monitor with it or just throw it out?

Also, don't throw out the iMac. Either get it repaired or try selling it on Ebay: someone may be interested in stripping it for parts.
EDIT: Oh, and if the second monitor refuses to function here, the video card may be on the fritz.

Basically, if another monitor plugged into your iMac doesn't work, the video card is dead and you have to either repair it or sell it as is.
There is a way to put iMac internals into an ATX case to make yourself a web/print server or a jukebox.

would hitting the reset button inside the computer help restore the video?

According to Apple-History.com, the 400MHz iMac DV has video mirroring:
Video Out: VGA (mirror only)
