It's pretty damn amazing that something as complex and hard to create as a 3D modeler would ever be free. Count your blessings that one is! We'll see how long that lasts, though.
You can get a .3DS viewer for OS X at http://www.kalsaya.com/downloads.htm called Pipeline3D. It is a viewer/converter for 3D formats (including .3ds, .obj, .lwo, .pov, e.t.c.)

Cheetah is a free modeler, and it can export 3ds files apparently. I don't know how good it is. http://homepage.mac.com/mwengenm/news.html

According to the webpage, Cheetah costs $59 while the demo is free (though you can't save in the demo version).
Blender is a lot more cluttered and steep if all you want is a modeler/viewer for exporting. But give both a shot.
