It's not something that you can say is equivalent to a 4GHz single CPU computer, though. There is some overhead for shuttling data between CPUs, in some cases, in others you may have processes and threads that cannot be distributed evenly across the CPUs, etc, etc.
But yes, for most people, and most applications, it will perform much more quickly than a single 2GHz. Roughly like, oh, say, a 3.6-3.75GHz machine.
