I downloaded a tutorial in Quicktime format. When watching the tutorial the guy's voice is very low which is sort of annoying. Other than putting the volume high, is there a way that I can boost the guy's voice in the file itself?

Another option if you want to do it quick and on the fly is to hold down shift while pressing the up button. It'll get louder beyond the maximum.
