Trying to upgrade from 10.2 to 10.3

I'm having a hard time getting my laptop to upgrade from 10.2 to 10.3, I'm using my Dad's DVD that came with his new iMac. We just both bought iSight cams, and I can't use the video software without either buying the new software or upgrading.

How do I go about upgrading from a DVD start up disc?

I was home for the weekend, and had the DVD in my hands. That is why I posted several times. On mtbr forum, it is not uncommon to post in more than one spot. Sorry I didn't realize this was such a problem.
