In Illustrator, just put a stroke on the type. In Photoshop, select the layer with the type, head on up to the Layer menu -> Layer Style and choose Stroke... There you can change the size of the border as well as the color.
So, I have Photoshop and Illustrator. Does anyone know how to make an outline to text using a specific color in either of these programs?
You might get better results not stroking the text but instead offsetting the path (Illustrator only). This makes an expanded copy of the text which you can then change to another color. This retains the text's true shape. Stroking eats into the text's shape.
Even if you stroke outside (in Photoshop), the stroke puffs up too much (left) but offsetting the path (in Illustrator) is always crisp (right)...

(The stroke widths are different - I'm lazy)
