Display Artifacts (PowerBook + 23")

I recently bought a new 23" display and Dual 2.5 G5. While I'm waiting for the G5, I've plugged my powerbook into the 23". First off, the screen is beautiful; however, I am having a fairly annoying problem.

On any *dark* background on the screen, I get what I can best describe as a "sparkling." Seemingly random pixels firing green or red for no reason whatsoever.

Here's a video of what's going on:

My hunch is it's a video card thing, but I have no other available mac/PC to test the LCD on. I've already called Apple, and they want me to test the LCD on another machine. I asked to wait for my G5, and they said that'd be fine (I just wanted to get the issue registered with them asap). They don't seem to know what's up though.

Does anyone have any clue what's going on here? What component is at fault? Thanks!
