Photo manipulation software

All,

I have a couple of photos that I'd like to rotate slightly and crop (to compensate for my unsteady hand). iPhoto only rotates in 90 degree increments. Is there a simple OS X photo editor that I can use to rotate the full 360 degrees in any increment I wish?

I'm not interested in masks, filters, etc., just rotating and cropping, so something else besides Photoshop please.

There's a "small/lite" version of Photoshop that's usually good enough if you're not doing professional work: Photoshop Elements http://www.adobe.com/products/photoshopel/

    GraphicConverter

does many of the simple things that photoshop can do, plus has possibly the most graphic file format support of any application around. oh, and did i mention that it's cheap.
