I'm looking for some freeware software for OS X that can do some basic image manipulation such as resizing.

GraphicConverter can do this in demo mode.

There's always GIMP. It's a little more than 'basic' though. Get it through Fink.

there's a .app version of gimp available too, if you're afraid of fink and x11.
another app you might like is
pixen
but thats rather a pixel editor than a graphics editor.
