Can Bluetooth devices such as the MacWireless Bluetooth USB Adapter or the D-Link DBT-120 USB Bluetooth Adapter be plugged into USB hubs or must such adapters be plugged directly to the USB port of the computer, in my case, a PowerMac G4 500? If you can plug such adapters into USB hubs, then I thought I would mention that I have my USB hub under my desk. Would having my USB hub down there effect performance?

You can use a Bluetooth adapter with a hub, because it operates just fine as long as it's connected through the USB bus on your Mac. It will work fine under the desk or wherever.

HOWEVER, it's important to note that many hubs are less than 100% reliable in performance, and that may cause some hiccups in performance (my USB hub is powered and gives a power error on every re-boot, but then functions fine after unplugging it, replugging it in). This could be annoying and/or problematic if your BT devices are Critical (mouse/kb etc.).
