Access and Expander problems, please help!

I am having a few problems that I can tried to fix many a way. First I do not have access somtimes when I do installers even though I am admin and am the only account. Another problem is that Stuff Expander and Disk Mount both wont mount or expand files, they both say File Type problems. I have tried makinga new account, fixed access priveleges twice, reinstalled fresh copies of Disk Mount and Stuffit Expander and the same problems. Do you think I should reinstall the whole Panther and start from new? Any help would be greatly appreciated. Thanks
