I'm going to sell my old G-4 800 MHz on E-bay (got a new G-5) so I erased the hard drive with disk utility. Now I'm trying to reinstall 10.3 and it won't let me. I get a message " cannot install OS 10 on this volume because an earlier version of OS 10 is not installed". So I tried to install 10.2 that came with the comp when I got it and I get the same message. Now I have a mac without an operating system and I've paid for 2. Can anyone please help?

Send me the computer and the install disks and I'll fix it for you

Really, it sounds like those might both be upgrade CDs. Find the Original CDs that came with the computer. These should be full install CDs.

What kind of G4 is it? Did it come pre-installed with OS X?

fahlman is right, only upgrade CDs spit out messages like this.

I suggest looking for "Software Restore" disk(s) which came with your Mac. It's the easiest way if you're selling your computer.
