This is VERY strange. I have a 30gig HD in my iBook. 27gigs usable. All my folders that are viewable add up to 9.9gigs. That means something is taking up 7gigs. Does macOS really take up 7gigs!!!???
What folders take up the bulk of this space. I would think its /dev and /bin

I've been meaning to write a utility that will graph out disk consumption by folder/files... maybe I should look into that more seriously
At any rate, /dev will not consume a significant amount of disk space.
From a Terminal window, run 'du -sh /foldername'...

OmniDiskSweeper does just that.
