DVD burner geographic copyright zones

I'm wondering if a DVD burner would be able to create a DVD for either zone 1 (USA) or zone 2 (Europe) at the choice of the user, or if it is hard-wired in the ROM (or else) of the drive? I'm trying to setup video editing on the Mac which I plan to buy. I would like to be able to create DVDs that can be seen by friends in Europe.
