The monetary fine doesnt mean much to M$ but the unbundling of stuff may.. I am sure they will find a way around it like have a popup asking do you want to install wmp after the os has been installed etc so its not part of the actual os instal but then gives the option right away to instal it..
Hopefully it is a start to help even the playing field out a bit..
