If I order a new 12inch Powerbook today will it have the new iLife?

Depends on where you buy it. If Apple, call and ask first.
If you buy today from Apple or an Apple authorized reseller and it doesn't include iLife 05, you can participate in their up to date program. It's $20 for the iLife CDs.
