Actually the article isn´t quite right. The 4 billion dollars isn´t a difference between what was expected beforehand, but what was actually expected to be here now. Its not me forecasting what I will have in cash two month from now but comparable to me checking the balance of my account NOW and discovering $800 more that I thought. Our central bank just discovered $800 more per danish citizens than they thought they had.
The funny thing is that instead of being happy everybody is like "How the hell could that error occur?"
They talk more about the failure of the economics than the restraint the surplus is an expression of
