Bluetooth Mouse will work at login screen even though it is disabled in OS X

My bluetooth mouse will work find at the login screen after a fresh boot (it doesn't work when switching users) even though BT is disabled in OS 10.3.8. As soon as I log into my account, the BT mouse ceases to work. BT is turned off in both accounts on the computer.



Is this normal?
