When creating a file to be downloaded from my website, and compressing it, are files .tgz and .gz exactly the same? i.e. are these interchangeable? Thanks

Usually they are the same, but not always.
Tar (the t in tgz) simply creates an archive of files and was originally used for backing up to tapes.
Gzip actually compresses files or archives.
