The best bet for a fast mac mini would be to get a 40-60GB 7500 RPM drive and then get an external drive for the storage of iTunes/Docs/etc. Make sure that you get a good drive that will do anything you need for apps and that type of thing and then get a cheap external for all the goodies. Remember that the Mini takes 2.5" drives and not the regular 3.5" desktop drives. A great place to look is Newegg.com or OtherWorldComputing.

I was in the same boat as you a while ago on a computer and found that there is no sense in paying hundreds extra to get a big/fast laptop drive for the mini when you can get a mid-size fast drive and store your extra goodies (music/movies/porn whatever you like) on the external firewire or USB 2.0 drive. This gives you the best performance all around and also allows you to take that external drive to other computers if you so wish. Have a good time, it's not the easiest mod if your not patient. It really only takes around 10 minutes to upgrade the hard drive but it take steady hands on some of the screws.
Otherworldcomputing has a great video tutorial on their site on how to upgrade memory/hard drive/optical drive in the mini.
In response to your question about those two particular drives, the first Seagate that you posted is the best laptop drive you can get. The cost/storage ratio quite sucks on it. Go to Newegg and they have several fast drives that are in the mid-size zone that could get you what you need. If you have the money for that 100GB Seagate, I would sell the mini and get an iMac, much better performance all around.
I bought the 250GB microNet drive that looks like the mini, but unfortunately it is even slower than the mini drive (I think that it scores 60 on the drive test, vs 75 for the 4200 rpm 80gb drive that my 1.4 came with). I was planning to store music and movies on the micronet, and upgrade the mini to a super fast drive for everything else.

I changed my mind, and ordered the momentus 7200.1 100gb drive, and a 1GB memory stick.
I only want to open the case up once - is there anything else I should do while I am in there? I already have all of the mini options (bluetooth, wifi, superdrive).

AWESOME. i so want a momentus 7200.1 60/80/100gb for my iBook g4 933mhz, i just know with that my iBook g4 933mhz 640mb ram will be cruisin' sweet mate.
you must take lots of pictures while you're in there and blog your experience upgrading the mini.

I searched and found only small drives being used (60-80 GB).
For example, will these drives work? They are ATA-100, and the apple tech specs say ATA1:

So it seems that the ATA-100 drives will work in the mini (even though the mini spec states ATA-1, they must be the same or backwards compatible).
I was going to go for the 7200 RPM 100 gb Seagate momentus, because from the spec sheet:
