Does anyone have any idea when this would happen, if it does happen? I've heard people speculate about tomorrow, but if Apple says nothing about the iBook tomorrow, do people still think an iBook upgrade is coming before the fall? (I'm looking to buy a laptop for school.)

"yes," as in a 66 MHz speed bump, a bit more RAM, and if the planets align, a video chipset that supports core video.
If you want a totally new iBook, then you'll have to wait a short while for the Intel-based iBooks.
