What advantage would it be for Apple to produce something like "Microsoft Windows Terminal Services" (note that Terminal Server is not really a defined term)? Everyone, including Microsoft, is pushing towards "service computing" to replace that sort of setup. Apple has long had WebObjects, and specifically the Direct-to-Java-Client portion, to compete in what you are really trying to accomplish there.
Look to MacOS X Server's admin package as a sign on things to come.
