I'm trying to set up my own web page which I've done successfully.
The problem is accessing this from another computer which uses a dial up connection.
I'm using an airport connection to access the internet via an ethernet modem and wondering if this is the problem because the errors I'm getting from the other computer is Server not reachable.
Any ideas?

Try setting up a dynamic DNS service through Airport, and accessing it through that DNS address.
Do a google for more info.
When I try to connect to my webpage I use the personal website address given to me by preference panel. I have no problems browsing on my own computer just others.

Does your ISP block port 80?
Well I now don't think I have a static address. I was getting confused with my ethernet modem address. I went to www.WhatIsMyIP.com and the address given to me is always the same. Thats why I thought I had a static address. When I put the address in my web browser it went straight to the modem connfiguration screen.
Is it simple to create DNS address? How would I know if port 80 is blocked?

Well, you don't NEED a static address per se, you just have to make sure that the address that an outside machine is trying to reach is the same as the IP address that your machine has. A non-static (dynamic) IP usually will only change when you either reboot or ask the router for a new one. If you check out dyndns.org, they will show you how to set up your machine to always have a reachable IP by using a name.

Modem configuration is at 192.168.100.1 for a lot of modems. That is a local address. What address did you put in?

You can't just "create" an IP address - you don't know who else is using it.
Don't understand your question about DNS addresses.
I am not sure how to check port 80 - but check your ISP's Terms of Service.
ALSO - make sure that OS X's Personal Web Sharing is on, and that the OS X firewall is set to allow traffic on port 80.

You might want to save yourself a lot of trouble and use a free web hosting service for your site. Hosting your own site isn't usually a good idea. Google "free web hosting" and you should get plenty of hits.
By the way, there are also many paid web hosting companies that charge only $5 or so per month for very reliable basic web hosting. This might be a better option for you if you can afford it.
I don't think I will bother after all. Seems quite complex and I cannot be bothered.
